Backup internet for Welsh schools and public sector sites: what are the options?

Registration systems, safeguarding logs, exam boards, phone lines, more of a school's or council office's day depends on the internet staying up than most people realise. Here's what a sensible backup actually looks like, and what it costs to get wrong.

What actually breaks when the line drops

It's rarely just "no internet for a bit." A dropped line at a school can mean registration systems going offline, safeguarding and behaviour logs becoming unreachable, and VoIP phones going dead at exactly the moment a parent or an emergency call needs to get through. At a small council office or community site it's often the phones and the case-management system, both usually now cloud-hosted rather than run on local servers, so both go down together with the line.

The standard fix: automatic 4G failover

The most common, cost-effective backup is a 4G or 5G SIM sat in the router (or a small secondary router) that takes over automatically the instant the primary line drops, and switches back once it's restored, no one needs to notice or intervene. We build this into business broadband lines as standard, and it's usually the right first step before considering anything more elaborate.

When a single 4G SIM isn't enough

For a genuinely critical site, a rural GP-adjacent clinic, a site handling safeguarding calls, a small council hub that's the only point of contact for vulnerable residents nearby, a single mobile network as backup is still one point of failure if that network itself has an outage. Multi-network SIMs that aren't tied to one carrier close that gap, and for the most critical sites we'll sometimes recommend a second physical line entirely, an Ethernet or EFM leased line as the true primary, with 4G failover behind it.

Starlink as a genuine third option

Where a site sits in a mobile not-spot as well as being fibre-limited, which does happen at some rural Welsh schools and community halls, Starlink is increasingly the sensible backup precisely because it doesn't depend on the same infrastructure as either the fixed line or the mobile network. What to actually check for a school or public site

  • Does the failover happen automatically, or does someone need to plug something in? Manual failover fails at 4am on a Sunday.
  • Is the phone system (often VoIP now) covered by the same failover, or does it go down separately?
  • Is there a genuine mobile not-spot at the site that would defeat a simple 4G backup?
  • What's the realistic cost of an hour's outage, safeguarding risk, missed calls, staff time, versus the monthly cost of proper failover?
